Norma Build Guide: Fire Stun, Turrets, and Team Comps in ZZZ
Norma Hollowell is a Fire Stun tempo piece in Zenless Zone Zero, and her CRIT Rate/Energy Regen build keeps turrets and Chain Attacks rolling.
Hey, I’ve been spending a lot of time with Norma Hollowell in Zenless Zone Zero, and I’m honestly surprised by how much she changes a fight. She’s a Fire Stun agent from the Roscaelifer External Strategy Department, and yes, she wears a Bangboo-shaped hat. But don’t let the cute look fool you. Her turrets and Chain Attack access make her a real tempo piece for Season 3 teams. The community score is sitting around 9.2/10, and after testing her myself, I get it.

Here’s my quick profile snapshot:

How I Build Norma
I build Norma around CRIT Rate first. Why? Because her Core Passive bonuses scale with CRIT Rate, and that’s the part of her kit that makes her feel like more than a stun bot. I also slot in Energy Regen so her turrets stay up more often. If you ignore Energy Regen, you’ll feel the downtime immediately. Trust me, I learned that the hard way.

For W-Engines, I’m looking at options rated at Update Level 0. The exact rankings are still settling, but the stat priorities are clear: CRIT Rate and Energy Regen. Don’t chase raw ATK if it costs you turret uptime. Norma’s job is to create stun windows and feed Chain Attacks, not to win a damage medal.
Drive Discs follow the same logic. I want CRIT Rate where I can get it, plus enough Energy Regen to keep the rotation smooth. A 4-piece set that supports Stun DMG or CRIT Rate is my default starting point. I’ll test 2-piece mixes later once the community settles on the math.
Norma’s Kit: Preheated Chamber and Turrets
Norma’s kit revolves around Preheated Chamber. She accumulates it automatically while on-field. Here’s the fun part: while she’s off-field, her hat stays in combat and keeps gaining Preheated Chamber for her. That means you don’t lose momentum when you swap to your main DPS.

Her Ultimate, EX Special Attack, and Basic Attack: Hat Trick all help build Preheated Chamber. Hat Trick is the one I use most. Hold down Basic Attack, and Norma normally triggers a Quick Assist for the previous character. But if she has enough Preheated Barrel, she consumes it and triggers a Chain Attack instead. That’s huge. It means Norma can create extra Chain Attack windows without waiting for a full stun cycle.

Her EX Special Attack launches a volley of missiles. You can hold the Special Attack button to extend the attack, but it drains Energy over time. After the attack, Norma places two turrets. Those turrets auto-attack and apply Daze. If an enemy is stunned, or if Norma consumes Preheated Chamber to trigger a Chain Attack while the turrets are up, the turrets get a temporary upgrade. That upgrade window is where Norma’s stun pressure really spikes.

Skill Priority and Materials
I’d max her Core Passive first. The CRIT Rate scaling is the heart of her support. Then I’d prioritize EX Special and Basic Attack. EX Special gives you turret uptime, and Basic Attack gives you Hat Trick access. Ultimate is nice, but it’s not the first thing I’d max. Mindscape Cinema helps her consistency, but she’s functional at M0. I wouldn’t pull copies just for comfort unless you’re already deep into her banner.
For materials, I just use the in-game tracker. You’ll need the usual Stun ascension mats and Roscaelifer-specific drops. Nothing unusual, but start farming early if you plan to max her.
Best Teams I’ve Tried
Evelyn + Astra + Norma
This is my favorite. Evelyn takes most of the field time and deals damage while Norma and Astra support from off-field. I tag Norma back in every once in a while to refresh turrets and trigger extra Chain Attacks for Evelyn. The rhythm feels great. Evelyn gets more windows, and Norma’s turrets keep the Daze meter moving.
Starlight Billy + Norma + Miss Esme
In this team, Norma helps Starlight Billy build his unique resource by triggering his Chain Attack. You can use Miss Esme as your Bangboo here if you have her at 3 stars or above. I like this comp when I want a more resource-driven playstyle. It’s not as plug-and-play as the Evelyn team, but it’s satisfying once it clicks.
Armorer Teams
Norma can work on Armorer teams because she increases the Stun DMG multiplier of enemies. I’d pair her with other units that provide DEF increase, like Rina, to inflict as much damage as possible. This is more of a niche setup, but it’s fun if you like big stun windows.
Pyrois + Norma + Nicole
This team has Pyrois as the main source of damage, with Norma and Nicole providing support. I’ve had good results here when I want a Fire-heavy setup. Norma’s turrets and Nicole’s utility keep the field busy while Pyrois does the heavy lifting.
How to Get Norma
Norma is available from the Limited Banner Outlier of Prodigies. That banner runs in Version 3.3 of Zenless Zone Zero from November 11, 2026 to December 1, 2026. If you’re reading this during that window, good luck on your pulls. If you’re reading after, keep an eye on reruns. She’s worth it if you like Stun agents with off-field pressure.
Voice Actors and Lore
English VA: Madeline Dorroh. Japanese VA: Izumi Fuka. Chinese VA: Wang Xiaotong. Korean VA: Kim Yoon-chae. The voice work is great, especially in the story scenes.

Lore-wise, Norma is a small, blonde-haired girl who wears a Bangboo-shaped hat. She shows up in the final scenes of the Encore for an Old Dream Season 2 Interlude and at the beginning of the New: Eridan Sunset (A) Season 2 Epilogue main story quest. She introduces herself as a Chief Technician and presents a mysterious Bangboo Pendant made of Flint Porcelloy material to the Proxies.

Officially, she’s with the Marcel Group’s Special Affairs, but she’s hesitant to disclose her true identity and faction. She made a strong first impression on the Proxy siblings, who had their doubts. Once Velina entered the room, they were reassured and recognized Norma as the Ace of their department. In the Season 2 Epilogue main commission, Norma and Velina were overlooking the Hollow Champion competition while investigating the Porcelloy material. They also revealed their plan to stop Ramiel before she returns to Roscaelifer.

Norma and Velina are always together. There’s an Inter-Knot post showing them at Lumina Square. The Proxies believe Velina acts as Norma’s guardian, but Velina’s real role is to supervise Norma’s work because Norma needs improvement in communication skills. Norma is a central character for Season 3 due to her Roscaelifer affiliation. We’ll likely learn more in New: Eridan Sunset (B).
Final Thoughts
Norma is not just a hat. She’s a Fire Stun agent who rewards planning. Build CRIT Rate, keep Energy Regen healthy, and use Hat Trick to force Chain Attacks. Refresh turrets, then swap back to your DPS. If you like teams that flow between stun windows and Chain Attacks, she’s a great pick. I’m excited to see how her place in Season 3 evolves. For now, I’m keeping her on my Evelyn team and having a blast. 🔥
